mostly no they can't it's either district heating or apartment block heating, even in uk at the first block of flats i lived in the heating was communal and had to wait until it was turned on, the only control i had was to turn radiators on or off but not control when the boiler was turned on

impossible here,october till march we have water batteries on. in march they turn it off.so it is very hot in the house now,but in april and september when it is very cold,i use oil electric batteries.many peoples have gas heaters,instead, its depends of the house,and how its was build.they control it all the year,same as water temperature in bathroom

Very touching, I like heart warming stuff like this. My little story is about honesty. When I was 6, I remember my mother buying a newspaper from a newspaper box and her quarter came back out. I said look mom, your money came back, take it. She refused saying it was no longer hers because she paid for the paper. She took her newspaper and put the money back in. one of my best moments when I was a child was when I got to ride on a train back and forth from California to Arizona with my grandparents to visit there kin folks, got to see a lot sites and they taught me about their heritage and life, really help me a lot especially when I got older.

You forgot Macedonia. Yugoslavia basically broke up in 1990-1991, not the late 1990's.

Actually Yugoslavia survived until 2003, with Serbia and Montenegro as the only remaining states within Yugoslavia. After 2003, Yugoslavia was known as Serbia and Montenegro. Then Montenegro split from Serbia in 2006. Socialist Yugoslavia survived only until 1992. That's history.
